Capacity Building for Intermediary Organisations

This component helps increase capacities at intermediary organisations within the government agencies and the private sector.

While both Technical and Vocational Education and Training (TVET) and Active Labour Market Measures (ALMM) play a crucial role to tackle youth unemployment in Nigeria, responsible institutions often struggle to provide these services of inadequate quality and quantity to the youth. However, it is of crucial relevance that, alongside policy reforms and direct promotion of employability through provision of technical training and career counselling, all stakeholder within the supply side of TVET and ALMM take an active and proficient role to ensure sustainable and locally-driven progress.

SKYE is committed to sustainable and holistic development. Therefore, the project has a strong focus on enhancing the capacities of intermediary institutions in TVET and ALMM to enable them to achieve their objective of delivering an improved service. By strengthening our partner organisations’ abilities to provide adequate services in TVET and ALMM and to advocate for an enabling framework, their capacities to manage their sustainable development processes and adapt to changing circumstances will increase. This is being alongside policy reforms and direct promotion of employability through the provision of technical training and career counselling.

SKYE’s capacity development approach intervenes from different angles. One main pillar of capacity development is staff-focused activities such as study tours and training – including technical contents, teaching didactics, administration, collaboration & leadership, and data management. Another important aspect is the improvement of organisational structures and processes, which is addressed through support in implementing organisational change, piloting innovative training models, building an information system or even in establishing new job centres.

Finally, to boost organisational progress and ensure systemic harmonization, SKYE also engages in establishing cooperation systems such as topic-related networks and dialogue platforms and fosters the development of guidelines and standards in TVET and ALMM.
